
In a move to enhance transparency and accountability, the Sole Administrator of Rivers State, Retired Vice Admiral Ibok-Ete Ibas, has directed the Heads of Local Government Administration (HLGAs) across the 23 local government areas to submit comprehensive reports on their respective councils’ activities.¹
The HLGAs, appointed by the suspended governor, Siminalayi Fubara, are required to submit their reports to the Permanent Secretary of the Ministry of Local Government Affairs. The directive, conveyed in a letter dated March 24, 2025, and signed by the Permanent Secretary, Itong Awani, specifies that the reports should include:
– Functions of the Councils: A detailed description of the councils’ roles and responsibilities
– Staff Strength: The number of staff on the nominal roll, categorized by cadre
– Revenue Sources: A breakdown of the LGAs’ revenue generation streams
– Other Relevant Details: Any additional information pertinent to the councils’ activities
The HLGAs are expected to submit their reports on or before today, Wednesday, March 26, 2025.
